WELL, GOOD EVENING AND WELCOME TO THE MARCH 1ST, 2022 REGULAR MEETING OF THE GARLAND CITY COUNCIL. IT IS THE CUSTOM AND TRADITION OF THIS COUNCIL TO HAVE THE PLEDGE AND AN INVOCATION BEFORE OUR MEETINGS LED BY ONE OF OUR COUNCIL MEMBERS.

YOU ARE WELCOME TO JOIN US, BUT IT IS CERTAINLY YOUR CHOICE AND YOUR DECISION WILL NOT HAVE ANY EFFECT ON THE DECISIONS WE MAKE HERE THIS EVENING.

AND TONIGHT, WE WILL BE LED BY DISTRICT 5, COUNCIL MEMBER RICH AUBIN.

WHEREAS ENVIRONMENTAL AND COMMUNITY ADVISORY BOARD WOULD LIKE TO RECOGNIZE REBA COLLINS FOR HER OUTSTANDING ENVIRONMENTAL WORK IN THE GARLAND COMMUNITY.

AND WHEREAS REBA COLLINS HAS LIVED IN GARLAND FOR 25 YEARS IN THE CAMELOT NEIGHBORHOOD AND HAS SERVED ON THE CAMELOT NEIGHBORHOOD ASSOCIATION BOARD FOR 11 YEARS, SERVING AS PRESIDENT FOR FIVE.

LONG, FIVE YEARS, ISN'T IT? [LAUGHTER] I LIVE IN THE SAME NEIGHBORHOOD SO--.

AND HAVE SERVED IN THAT POSITION, SO WE SHARE THAT IN COMMON.

SHE HAS SERVED ON THE ECAB BOARD FOR EIGHT YEARS AND HAS BEEN THE CHAIR FOR THREE.

ADDITIONALLY, SHE HAS SERVED ON THE BOARD OF KEEP GARLAND BEAUTIFUL FOR 10 YEARS.

REBA IS A TRUE ENVIRONMENTALIST.

AN ADVOCATE FOR ENVIRONMENTAL PROTECTION OF BIRDS, PLANTS, BUTTERFLIES, FORESTS, NEIGHBORHOODS, AND SHE HAS ASSISTED WITH CLEANUPS AND HAS WORKED WITH RETREET, WHO WAS HERE JUST A FEW MONTHS AGO.

THEY ARE A DISASTER RELIEF EFFORT GROUP THAT FOCUSES ON REPLANTING TREES.

THEY DID SOME WORK IN THE AREA AFFECTED BY THE TORNADO.

ADDITIONALLY, SHE HAS HELPED DESIGN AND INSTALL POLLINATOR GARDENS, PRESENTED CLASSES ON OUTDOOR LEARNING DAYS, SHE LEADS BIRD WALKS AT THE SPRING CREEK FOREST RESERVE, SHE IS A CERTIFIED MASTER NATURALIST, MASTER BIRDER AND NATIVE PLANT LANDSCAPE CERTIFICATION GRADUATE. REBA IS A MEMBER OF SEVERAL ENVIRONMENTAL ORGANIZATIONS, INCLUDING THE NATIONAL AUDUBON SOCIETY, NORTH TEXAS MASTER NATURALIST, PRESERVATION SOCIETY FOR SPRING CREEK FOREST PRESERVE, NATIVE PLANT SOCIETY OF TEXAS AND THE TEXAS [INAUDIBLE].

I KNEW I WAS GOING TO MESS THAT UP.

SO ON THURSDAY, FEBRUARY 17TH, THE GARLAND PARKS AND RECREATION DEPARTMENT RECEIVED THE GOLD MEDAL AWARD FOR POPULATION CLASS TWO AT THE TEXAS RECREATION AND PARKS SOCIETY STATE CONVENTION. NOW, THE TEXAS GOLD MEDAL AWARD IS MODELED AFTER THE NATIONAL RECREATION AND PARKS ASSOCIATION GOLD MEDAL AWARD.

THE AWARD HONORS DEPARTMENTS FOR EXCELLENCE IN THE FIELD OF RECREATION AND PARK MANAGEMENT OVER THE PAST THREE YEARS, AND IT IS ABSOLUTELY A TESTAMENT TO ALL THE HARD

WORK AND EFFORT YOU SEE FROM THE FOLKS UP HERE AND ALL OF OUR PARK STAFF ACROSS THE CITY.

AND THAT ALSO INCLUDES RECREATION, THAT INCLUDES PARKS, THAT INCLUDES CULTURAL ARTS, CONVENTION VISITORS BUREAU, DESIGN DEVELOPMENT, SPECIAL EVENTS, HERITAGE MUSEUM, DOWNTOWN AND ADMINISTRATION.

SO THIS A VERY LARGE--.

IT IS A VERY LARGE GROUP HERE IN THE CITY AND THEY'RE DOING FANTASTIC WORK.

WE HAVE A VERY LARGE, VERY DIVERSE PARKS AND RECREATION SYSTEM HERE IN GARLAND AND THANKS TO THE VOTERS FOR THE 2019 BOND APPROVAL, WE HAVE A LOT OF FUNDING THAT WE ARE PUTTING BACK INTO OUR PARKS SYSTEM AND MAKING IT EVEN BETTER, AND WE ARE JUST GETTING STARTED ON PARKS. AND SO I CAN IMAGINE BY THE TIME WE FINISH UPDATING ALL THE PLAYGROUNDS, THE REC CENTERS, THE POOLS, THE SPLASH PADS, THE SPORTS FIELDS, I CAN ONLY IMAGINE THE AWARDS THAT THIS GROUP WILL BRING IN.

SO ANDY, I DON'T KNOW IF I CAN LIFT THIS THING OR NOT.

YEAH, LIFT WITH YOUR LEGS. [LAUGHTER] YOU GOT IT.

YES, SIR. THANK YOU, SIR.

YOU KNOW, I THINK WHAT'S REALLY GREAT ABOUT THIS HONOR IS THAT IT TRULY IS A TEAM AWARD IN THE BIGGEST SENSE. SO CLEARLY, THE RESIDENTS SPOKE ABOUT WHAT THEY EXPECTED OUT OF THEIR PARKS AND RECREATION INFRASTRUCTURE [INAUDIBLE] A GREAT TESTAMENT TO THE POLITICAL COURAGE OF THE CITY COUNCIL.

AND IT'S AN INCREDIBLE TESTAMENT TO THE TEAM, AND IT'S A MUCH BIGGER TEAM, BUT I APPRECIATE EVERYBODY THAT'S BEEN HERE AND IT'S A GREAT HONOR TO SERVE WITH THEM.

IT'S JUST AN INCREDIBLE TEAM.

THEY WORK VERY HARD, THEY WANT TO DO ALL THE RIGHT THINGS FOR THE CITIZENS, AND WHAT'S ALSO INTERESTING THAT I THINK IN THIS AWARD THAT YOU DON'T HEAR A LOT ABOUT IS ALL THE DEPARTMENTS THAT CONTRIBUTE TO THIS.

AND SO ENGINEERING, PMR, WE ACTUALLY WON SEVERAL SMALLER AWARDS WITH PMR'S HELP.

SIDE NOTE, I THOUGHT WE WERE KIND OF A BIG DEAL FOR A MINUTE, BUT THERE'S AN EMMY UP HERE. [LAUGHTER] BUT SECOND, FIDDLE IS NICE.

[LAUGHTER] WHAT'S YOUR AWARD MAKES UP--POUND FOR POUND IS THE BETTER AWARD.

[LAUGHTER] THAT'S RIGHT. THAT IS SOME SERIOUS WEIGHT ON THAT-- IT IS. RIGHT THERE.

BUT ALL THE DEPARTMENTS REALLY THEN TRULY THAT ARE BEHIND THE SCENES, I WANT THEM TO APPRECIATE THIS AWARD, TOO.

I MEAN, LITERALLY PURCHASING ENGINEERING AND THE PMO AND MANY OTHERS THAT WE DON'T--.

THERE BEHIND THE SCENES, MAKING ALL THIS STUFF HAPPEN AS WELL, SO IT TRULY IS A GREAT HONOR FOR THE COMMUNITY AND WE APPRECIATE THE COUNCIL'S SUPPORT AND AGAIN, REALLY LOVE WORKING WITH THIS TEAM AND THE BROADER TEAM IN THE CITY.

IT IS A REAL EMMY RIGHT HERE IN MY HANDS.

THE EMMY WAS EARNED IN THE MILITARY SHORT FORM OR LONG FORM CATEGORY FOR THE VIDEO RECAP OF OUR VISIT HERE FOR THE WALL THAT HEALS, WHICH, IF YOU DON'T KNOW, IS A THREE QUARTER SCALE REPLICA OF THE VIETNAM VETERANS MEMORIAL.

AND THAT SAME VIDEO IS ALSO BEEN RECOGNIZED BY THE TEXAS ASSOCIATION OF MUNICIPAL INFORMATION OFFICERS, THE TEXAS ASSOCIATION OF TELECOMMUNICATIONS OFFICERS AND THE NATIONAL ASSOCIATION OF TELECOMMUNICATIONS OFFICERS.

THIS WAS A VIDEO PROJECT, BUT EVERY MEMBER OF THIS TEAM CONTRIBUTES TO ALL OF THESE PROJECTS. TOUCHES PART OF IT, REVIEWS PART OF IT, EDITS PART OF IT, HELPS CONTRIBUTE TO ITS CONTENT, CREATES GRAPHICS AND ALL OF THOSE THINGS, AND IN FACT, IN THE SHOOTING OF THE VIDEO ESPECIALLY OF THE ARRIVAL OF THE EXHIBIT WHEN IT CAME TWO YEARS AGO, IT FEELS LIKE-- IT JUST FEELS LIKE A LIFETIME AGO.

WE ACTUALLY EVEN HAD VIDEO FOLKS FROM OUR NEIGHBORS IN THE CITY OF RICHARDSON COME HELP US WITH THAT BECAUSE WE NEEDED SO MANY VIDEO CAMERAS TO CAPTURE ALL THE DIFFERENT STAGES OF THAT ARRIVAL.

IT'S IMMODEST TO SAY, YEAH, WE DO HAVE KIND OF A FULL TROPHY CASE.

WE HAVE A LOT OF TALENTED PEOPLE WHO PUT TOGETHER A LOT OF GREAT WORK TO PROMOTE THIS CITY, TO LET PEOPLE KNOW WHAT A GREAT PLACE GARLAND IS, AND THESE PEOPLE HUMBLE ME EVERY TIME I SEE THEM COME IN WITH IDEAS AND PUT TOGETHER THEIR PROJECTS.

BUT YES, THAT'S SPECIAL.

YOU DON'T GET MANY OF THOSE IN A CAREER, SO THAT'S VERY SPECIAL AND IT TRULY IS A TEAM EFFORT. SO I WANT TO SAY THANK YOU TO MY TEAM.

THE COMPREHENSIVE PLAN IDENTIFIES THIS AREA AS COMPACT NEIGHBORHOODS AND PARKS AND OPEN SPACE, AND HERE ARE SOME PHOTOS OF THE AREA, INCLUDING THE SUBJECT PROPERTY, WHICH IS CURRENTLY VACANT. HERE'S A SITE PLAN.

AGAIN, THIS IS A MULTIFAMILY DEVELOPMENT WHICH THE PD ALLOWS, HOWEVER, IT IS BEING PROPOSED IN TOWNHOUSE STYLE OF DEVELOPMENT.

THE APPLICANT DEVELOPER HERE IS REALLY MIMICKING PUBLIC STREETS IN A LARGE WAY AND THAT THE UNITS WOULD FACE THE STREET.

THEY'D ALL BE PRIVATE, OF COURSE, BUT THEY'D HAVE SIDEWALKS, WALKING PATHS, TREES OUT FRONT. THEY'D HAVE THEIR LITTLE FRONT YARD AND THEY'RE ESSENTIALLY REAR ENTRY.

YOU HAVE GARAGES ACCESSING IN THE REAR HERE, AND THEN SOME UNITS WOULD ALSO FACE OUT TOWARDS THE TRAIL AND OPEN SPACE TO THE SOUTH.

THIS IS BUNKER HILL ROAD OVER HERE ON THE LEFT HAND SIDE OF THE SCREEN.

AND EVERY UNIT WOULD BE TWO BEDROOMS WITH THEIR OWN TWO CAR GARAGE, ENCLOSE GARAGE, WHICH, BY THE WAY, MEETS THE--, OR SATISFIES THE ENCLOSED OR COVERED PARKING REQUIREMENT PER THE GDC.

YOU SEE SOME GARAGES THERE WOULD, WHICH AGAIN, WOULD FACE KIND OF THE REAR IN AN ALLEY TYPE FORMAT.

AND AGAIN, EACH UNIT WOULD BE TWO BEDROOMS AND HAVE THEIR OWN ENCLOSED GARAGE, TWO CAR GARAGE, AND THERE'S SOME ELEVATIONS OF THE CLUBHOUSE.

SO THE APPLICANT IS REQUESTING JUST ONE DEVIATION, ALONG BUNKER HILL ROAD, THERE'S AN EXISTING OVERHEAD ELECTRIC LINE, WHICH THEY CANNOT PLANT A LARGE CANOPY TREES WITHIN A CERTAIN DISTANCE OF THAT LINE, SO THAT PRECLUDES THE ENTIRETY OF THE AMOUNT OF LARGE CANOPY TREES THAT WOULD NORMALLY BE REQUIRED.

SO THEY WERE ABLE TO PLANT FIVE LARGE, LARGE CANOPY TREES ALONG BUNKER HILL ROAD, BUT THEY'RE SATISFYING-- OR SUPPLEMENTING THE REST OF THE TREE REQUIREMENT WITH TWENTY SEVEN SMALL ORNAMENTAL TREES AND 228 SHRUBS.

AND STAFF'S RECOMMENDATION IS APPROVAL OF THE REQUEST, AND THE PLANNING COMMISSION RECOMMENDED APPROVAL AS WELL WITH AN EIGHT TO ZERO VOTE.
